What counts as a 'non-Latin letter'?

Any letter that belongs to a script other than Latin — for example Arabic, Urdu, Cyrillic, Devanagari, or CJK characters.

Does 'characters excluding spaces' remove tabs and line breaks too?

Yes — it excludes all whitespace, not just the space character, so tabs and line breaks are also subtracted.

How is 'total characters' counted for emoji?

Using grapheme counting, so a visually single emoji (even one built from multiple Unicode code points) counts as one character.
