What this estimate does not cover
- Whether a particular payer is required to withhold, reduced-rate or exemption certificates, and any other adjustment — check the conditions above and the Ordinance.
- What the withheld tax means for the payee’s own return (final, minimum or adjustable) — the conditions note the treatment where the source states it.
- Withholding categories that are not in the list for Tax Year 2025–26. The data for a year covers only the categories that have been entered and checked — see the data notes below.
- A freelancer paid by a foreign client: see the Freelancer Tax Calculator.
Where these rates come from
- Income Tax Ordinance, 2001 — FBR consolidated text, amended upto 30 June 2026 (s.153; First Schedule Part III Division III; Tenth Schedule rule 1)
- FBR Circular No. 01 of 2025-26 (Income Tax) — Items 1, 3, 20, 26
Notes on this data
Rates for the section 153 categories (goods, services, contracts) come from FBR's consolidated Income Tax Ordinance (amended upto 30 June 2026), checked against page images; the e-commerce, cash-withdrawal, section 152 and profit-on-debt rates are from Circular No. 01 of 2025-26, with the section 152 and profit-on-debt entries re-checked against the consolidated Ordinance on 2026-09-20. Not an exhaustive list of TY2025-26 withholding categories. Corrections 2026-09-20: the earlier section 153 entries, and then the section 152 and profit-on-debt entries, set nonFilerRate equal to filerRate ('no differential stated'); Tenth Schedule rule 1 increases the rate by 100% for a person not on the Active Taxpayers List, so each now carries nonFilerRate = 2 × filerRate. The e-commerce entries (a final tax, 1% / 2%) still have equal rates and were not re-checked; cash withdrawal (s.231AB) applies only to a person not on the Active Taxpayers List.
